Yesterday RCSN attended and presented testimony at a hearing held by the New York City Council Education Committee on the Department of Education's special education reform initiative. 

Our testimony is attached below.

Also check out the following NY Times piece on the hearing. Our comments in response clarify a mistake in the piece: the DOE's official plan is to implement reform for students primarily in "transition" grades, such as Kindergarten, 6th, and 9th.
